Hi, does PennyLane support a Control Rotation gate? (like if the control wire is |1> apply the RX on the second wire)

There is an open PR to add these gates to PR: https://github.com/XanaduAI/pennylane/pull/251. If you want to get a head start before it is merged into the main library, you could pull from that branch.
